If you manage a website or run digital ad campaigns and your site attracts EU or California traffic, you've probably noticed a new term floating around when it comes to tracking, analytics dashboards, and consent management tools: cookieless pings

If you understand the basic premise of how cookies work, they sound like a contradiction — how can you "ping" tracking data without a cookie? — but they're quickly becoming a core part of how Google measures user behaviour in a privacy-first world.

To get up to speed on cookieless pings, you first need to understand why cookies became the backbone of web tracking, why regulators started cracking down on them, and how Google's Consent Mode has evolved to fill the gap.

So Let's break it all down.

Why Cookies Became the Standard for Web Tracking

Cookies have been part of the web almost since the beginning. You've probably dropped and updated thousands across your lifetime surfing the internet. 

A cookie is a small text file that a website stores in a visitor's browser, allowing the site (or a third party like an advertiser) to recognise that visitor on a return trip. This simple mechanism solved a huge problem: the web is inherently "stateless," meaning a server has no built-in way of remembering who you are from one page load to the next.

Cookies became the default tracking method because they were easy to implement, worked across virtually every browser, and gave marketers a reliable way to string together a visitor's actions into a single, persistent identity.

That identity is what powers analytics platforms, retargeting ads, personalised recommendations, and conversion tracking — the entire infrastructure of modern digital marketing has been built on the assumption that a cookie can follow a user around and report back what they did.

What Cookies Actually Do?

At a technical level, cookies do a few key jobs:

  • Session management — keeping you logged in, remembering items in a shopping cart, or preserving form data as you move between pages.
  • Personalisation — remembering your language, location, or site preferences.
  • Tracking and analytics — recording which pages you visited, how long you stayed, and what you clicked, so a business can measure traffic and behaviour.
  • Advertising — third-party cookies in particular allow ad networks to build a profile of your browsing habits across multiple websites, which is what makes retargeted ads possible (the reason you see the same pair of shoes follow you around the internet after visiting an online store).

First-party cookies (set by the site you're actually visiting) are generally considered less invasive, since the data stays with that one business.

Third-party cookies (set by an outside advertiser or ad exchange embedded in the page) are the ones that raised the most privacy concerns, because they let a single company quietly track a user's activity across thousands of unrelated websites.

Why Cookies Can Become Intrusive Trackers

The tracking capability that makes cookies so useful for marketers is exactly what makes them controversial from a privacy standpoint. A single ad-tech company can accumulate a detailed profile of someone's browsing habits, purchase intent, health concerns, financial situation, and more — all without the user ever explicitly agreeing to be tracked at that level of granularity.

This becomes especially intrusive when:

  • Tracking happens silently in the background with no meaningful notice to the user.
  • Data collected for one purpose (say, measuring a single site's traffic) gets combined with data from dozens of other sites to build a cross-site profile.
  • Sensitive categories of information (health, finances, political views) get swept up in behavioural profiles used for ad targeting.
  • Users have no real way to see what's been collected about them or to have it deleted.

It's this loss of control — not cookies themselves — that regulators have targeted.

Why There Have Been Legal Restrictions on Cookies, Like GDPR

As tracking became more pervasive and less transparent, lawmakers in the EU and elsewhere stepped in. The General Data Protection Regulation (GDPR), which came into force in 2018, established that businesses need a clear legal basis — usually informed, freely given consent — before they can collect or process personal data from EU residents, and that includes many uses of cookies.

The ePrivacy Directive (sometimes called the "cookie law") specifically requires websites to get consent before placing non-essential cookies on a visitor's device.

Beyond GDPR, similar frameworks have appeared globally: the UK's data protection regime post-Brexit, California's CCPA/CPRA, Brazil's LGPD, and South Africa's own POPIA all impose comparable consent and transparency requirements.

More recently, the EU's Digital Markets Act (DMA) added extra obligations specifically for large "gatekeeper" platforms like Google, requiring even more explicit user consent before combining data across services for advertising purposes.

The practical effect for site owners has been the now-familiar cookie consent banner: sites must ask before setting non-essential cookies, and if a visitor says no, that choice has to be respected. That, in turn, creates a real business problem — a meaningful share of visitors decline tracking cookies, leaving marketers with gaps in their analytics and ad measurement data.

How Brands Can Deal With Consent Mode

This is where Google's Consent Mode comes in. Consent Mode is a framework that lets a website communicate a visitor's consent choices (via their cookie banner or Consent Management Platform) directly to Google's tags — Google Analytics, Google Ads, Floodlight, and Conversion Linker. Instead of an all-or-nothing setup where tags either fire normally or don't fire at all, Consent Mode lets Google's tags dynamically adjust their own behaviour based on what the user actually agreed to.

For brands, the practical steps to deal with Consent Mode properly are:

  1. Implement a proper Consent Management Platform (CMP) or custom banner that captures explicit opt-in/opt-out choices.
  2. Configure default consent states in Google Tag Manager so tags start in a "denied" state until the user responds.
  3. Update consent state dynamically once a visitor makes a choice, so tags behave accordingly in real time.
  4. Choose between Basic and Advanced Consent Mode, depending on how much modelled data a business wants Google to be able to estimate for non-consenting visitors.

Getting this right isn't optional anymore — without it, sites risk both compliance exposure and increasingly unreliable Google Ads and GA4 reporting, since Google's systems now expect consent signals to be present.

What Is Consent Mode V2 and Cookieless Pings?

Consent Mode V2 is the newer version of this framework, rolled out from late 2023 and effectively required from March 2024, largely driven by the DMA's stricter consent requirements. It introduced two new consent parameters — ad_user_data and ad_personalization — alongside the original ad_storage and analytics_storage settings, giving Google (and site owners) finer-grained control over exactly how a visitor's data can be used for advertising.

The headline feature of Consent Mode V2, though, is cookieless pings. When a visitor declines cookie consent, Google's tags no longer simply go silent. Instead, in Advanced Consent Mode, the tag still loads and sends a lightweight, cookie-free signal back to Google — a "ping" containing basic contextual information like the page URL, a timestamp, browser and device type, and approximate region, but critically, no cookie and no persistent identifier tied to that specific user.

How Cookieless Pings Work

The mechanics are fairly straightforward:

  1. A visitor lands on a site running Advanced Consent Mode.
  2. Google's tag loads immediately, but consent state defaults to "denied."
  3. If the visitor declines tracking cookies, no cookie is set, and no persistent ID is stored.
  4. The tag still sends an anonymous, aggregated ping to Google containing non-identifying signals about that visit.
  5. Google's machine learning models pool these pings across large numbers of non-consenting visitors, then compare patterns against the behaviour of visitors who did consent, to estimate — or "model" — what the non-consenting group likely did (site visits, conversions, ad clicks).

The result is an estimated, statistical picture of the users Google can no longer track directly, rather than a real record of any individual's specific journey. This is how GA4 and Google Ads try to close the reporting gaps left by rising cookie rejection rates and browser-level cookie restrictions.

Why Cookieless Pings Aren't as Effective as Standard Cookies — and Why They're a Google-Centric Solution

Despite the clever engineering, cookieless pings are fundamentally a workaround, not a replacement, and they come with real limitations:

  • They're modelled, not measured. Cookieless pings never tell you exactly what a specific non-consenting visitor did — they feed a statistical model that estimates aggregate behaviour. That's useful for high-level trend reporting, but it's nowhere near as precise as direct, cookie-based tracking for things like individual attribution, remarketing lists, or granular funnel analysis.
  • Accuracy depends on volume. Conversion modelling only becomes statistically reliable with a large enough sample of both consenting and non-consenting traffic. Smaller sites with lower traffic volumes often get noisy or unreliable modelled numbers.
  • It's a Google-specific mechanism. Cookieless pings are built into Google's tags (Analytics, Ads, Floodlight) and its modelling infrastructure. They don't translate to other analytics or ad platforms — Meta, TikTok, LinkedIn, and other ad networks each have their own separate (and differently designed) solutions for consent and modelled conversions, such as Meta's Conversions API. A brand running multi-platform campaigns can't rely on Google's cookieless pings to fill measurement gaps anywhere outside the Google ecosystem.
  • It reinforces platform lock-in. Because Consent Mode V2 and cookieless pings only benefit Google's own products, some in the industry view it as less of a universal privacy solution and more of a way to keep Google Ads and GA4 data relatively intact while everyone else's third-party tracking degrades. Other measurement approaches — server-side tracking, first-party data strategies, or platform-specific APIs — often have to be built and maintained separately.

As the Cookie Crumbles

Cookieless pings are Google's answer to a world where users increasingly say no to tracking cookies, and regulations like GDPR and the DMA make that "no" legally binding.

They let Google Ads and GA4 keep producing usable, if modelled, reporting even when a large share of visitors opt out.

But they're a Google-specific patch on a much bigger industry problem — they don't extend to other ad platforms, and they can't fully replace the precision of consented, cookie-based tracking.

For brands, the real long-term strategy still has to include strong first-party data collection, a properly configured CMP, and a realistic understanding that no modelling technique fully replaces a visitor who says "yes."
